1. Objective
This program is intended for Ukrainian (in priority) and Russian students who wish to undertake a graduate program or a research internship at a university or college located in Quebec. The FRQ, in collaboration with the host educational institution, will offer scholarships to students whose files have been previously selected by their host educational institution.
2. Eligibility requirements
The host institutions will be responsible for validating the eligibility of individuals for this program. To be eligible, the candidate must:
- Hold a valid Ukrainian or Russian passport on the date of submission of the application;
- Hold (or have applied for) a residence permit (refugee application or visa);
- Justify it’s request (e.g. without this scholarship, the security of the person could be compromised by a forced return to Ukraine or Russia);
- Have not already started the training program;
- Plan to work on a research project or do an internship in one of the research fields covered by the FRQ;
- Have confirmation that the director of the research or the internship supervisor accepts the student in his or her team;
- Plan for a continuous physical presence in Quebec for the duration of the funding, excluding the periods of release provided for in the university calendar. Candidates who continue their training under joint supervision are also subject to this rule. In their case, a study stay in the country targeted by the cotutelle is not permitted;
- Submit a complete file (see sections Selection by universities and Creation of a file in the electronic Portfolio);
- Be selected by a Quebec university or college.
3. Selection by educational institution
Candidates must first find a person agreeing to direct their research project or supervise their postdoctoral internship or internship in a practice setting. This person have to be able to assume a quarter of the total amount of the scholarship, the part paid by the FRQ being 75% (see section Scholarship Amount).
This person can then send the candidate’s file to the authorities of his university so that the latter can confirm his eligibility (see the Eligibility conditions section) and proceed with the evaluation. The documents to be provided for an application to be considered complete and ready for evaluation will be determined by the host universities. This evaluation is left up to the establishments, which can also draw inspiration from the FRQ evaluation grids for each level of training if they wish (see Toolbox). Finally, the files of the people selected by the universities at the end of the evaluation process must be transferred to the managers of the master’s, doctoral and postdoctoral programs of the Fund concerned.
4. Creating a Folder in the ePortfolio
Upon receipt of the applications chosen by the universities, the FRQ will invite the recipients to create a file in the system and will take charge of the management of the funded files.
To create a folder in FRQnet, it is essential to create a user account. Once the user account has been created, candidates will be able to find the application form in their Electronic Portfolio, under Available competitions/Grants and training courses. The documents that will be requested from the candidate and his or her superior for the constitution of the file are listed below:

- Residence permit or proof that an application has been made (email, acknowledgment of receipt, etc.);
- Letter of presentation/motivation, including the proof requested in the Eligibility conditions section.

5. Scholarship amount

Below are the details of the amounts to be paid by the institution or the persons providing supervision, as well as those paid by the FRQ. For the amounts of the internship programs, please refer to the web pages of the concerned programs (Tremplin Award – FRQS and BSMP – FRQSC).

$4,375 per year; $8,750 in total

6. Scholarship administration
Grant holders of this program are subject to the common general rules (CGR), for the entire duration of the funding.
The specific situations listed below must be managed using the rules for the master’s, doctoral and postdoctoral training programs for the year 2022-2023. Payments are conditional upon confirmation of full-time enrollment by the university. They are also conditional upon receipt, in the electronic portfolio, of the documents listed below.
SPECIFIC SITUATIONS
- Deferral of payment for parental leave, sick leave or acquisition of relevant experience;
- Possibility of studying part-time;
- Management of the remaining amounts during direct or accelerated passages;
- Paid work outside the research project;
- Scholarship accumulations.
TERMS
- Request for payment made by the grant holder, 3 times a year starting on May 30, September 30 and January 30 for master’s and doctoral level holders and according to the payment schedule established for postdoctoral and internship awardees;
- Supervisor’s Confirmation of Supervision;
- Ethics training certifications (levels 1 and 3), if applicable.
7. Final report
A final report is required after the end of the session corresponding to the last installment. The grant holder is notified by e-mail of the availability of the form to be completed in their Electronic Portfolio. It is required to complete and submit this form within the deadline mentioned. The granting of subsequent financial assistance in another FRQ program is conditional upon receipt of this duly completed report.
